What is Code on Wages?
The Code on Wages, 2019 is one of the four labour codes brought into force on 21 November 2025. It consolidates earlier laws on minimum wages, payment of wages, bonus and equal remuneration, and sets a single definition of wages that limits how much of a package can sit in excluded allowances.
Why the Code on Wages matters
Most Indian salary structures were built with a small basic and a large allowance, which kept provident fund and gratuity contributions low. A definition that caps excluded allowances pushes basic pay upward, and everything calculated on basic moves with it.
What it changes in a payslip
Raising basic raises both provident fund contributions and the gratuity base. Cost to company need not change at all, but monthly take-home falls while retirement savings rise. Employees frequently read this as a pay cut, which is why explaining it before the first restructured payslip is worth more than explaining it afterwards.
What is still settling
Central and state rules under the codes have been issued in stages and employers have restructured at different speeds. Treat the direction as settled and the detail as something to confirm for your own state and workforce before you model numbers on it.
